Phone Monitoring & Harassment | Calling From a New Number Nearly Daily Since Blocked

This specific bought of phone harassment began the first week of May 2025. Two things happened that week.

The first thing is the Minnesota Attorney General's office returned my call but said nothing like the call was dropped and I was unable to use the phone until after the office closed, partly because they waited until end of day to respond to my request.

I contacted them about Minnesota Valley Action Council (MVAC) who receives funding for Energy Assistance (EA) Program for the county to execute the Energy Assistance program that is housed with The Minnesota Department of Commerce.

The program is to prevent financial drain, injury and death through disconnection of natural gas and electricity. I have used the program since the 90's in the state of Minnesota. I'm quite aware of the rules and obligations. From the 1990's until 2023 I have never had one issue within the program or had to report fraud or corruption in the program.

Due to "criminals" in this county, employed by MVAC, managing taxpayer funding who are corrupt and committing fraud that has been reported in writing to the Minnesota Department of Commerce, The State Attorney General and Office of African American Health (OAAH)—a cash grab, by the way, that should be defunded and closed down immediately—I haven't responded to the GOP request for government fraud about anyone because I'm very spiritual, and my spiritual senses tell me there is not a contact in the Minnesota GOP that is going to use information I would supply to stop a crime that is causing harm to me. But maybe I should at least pass on the information about the OAAH. The OAAH’s sole objective is to identify the reason for Minnesota's Black health disparities—as if a Black Minnesotan would not know the reason for Minnesota's Black health disparities, which are:

(1) Counting the African immigrant population as Black when reporting health, education, and employment statistics, but not counting Black need when it comes to financial and social supports for African immigrants. The truth is, this holds black Americans accountable for where African immigrants are falling below and provides social (psycholegal) support and financial incentives to African immigrants, which Black Minnesotans are barred from accessing.

The outcome is that African Americans/immigrants surpass Black Americans in every category—just like everyone else—because they have better legal protections. They're less systematically targeted to begin with, being that Minnesota often has them work with Minnesotans who speak their native language. Like it or not, fewer American Minnesotans on the file means less abuse. When they are the victims of crime, they’re again most often met with support that speaks their language, and because they had more psycholegal support and resources to begin with all along, they're in better familial, medical, and financial condition to pool money and resources when lawyers are needed. It's Willie Lynch application in the Jim Crow North but because we keep Lynch and Crow out of view with Eugenic based law enforcement and social education in Minnesota, so many of us, actually know not what we do.

So what I'm saying is relevant and accurate—I've had personal experience with this topic for four decades. Black Minnesotans are systematically set 11% behind every single race in the state of Minnesota, and the number fluctuates with specific factors—mostly down, but also up. I studied the topic for my graduation public speaking presentation. This reality is on par with Minnesota's 90% racial wealth gap.

(2) Roger B. TaneyBlack Minnesotans' rights aren't observed by the average YT Minnesotan, and when these people report that they're retaliated against, the evidence disappears and false reports circulate blaming them. Which is slavery.

I'm not going to go over what slavery is and isn't here, because I've already done so to death for the purpose of helping an unrepentant public identify and end slavery in the USA. But the long and short of it is: slavery is the abuse of the law and the intent of U.S. independence. It is not now—and never was on this continent—about "location."

If it were about location, the "lawsuit" that started the Civil War would be about Scott's location rather than the release of citizenship papers. If it were about "location," my enslaved ancestors would have sought money rather than owning their own acreage. It’s about not being subjected to the same system of law that sanctioned the enslavement of Native Americans (Black people)—a system that promised inclusion when it enlisted free Black Americans for America to fight enslaved Africans fighting with the Crown, as if that court was ever going to show fairness.

It's about keeping racists away from one's person, property, and privacy—because as both cases demonstrate, racists control captives' living environments to their detriment, something that is much harder to do when targets live on their own private land and existing laws are enforced, because targets aren't in need of racist instruction to succeed. To the contrary, racists are killing, stealing, and destroying Black success. That can be done at any location. So enslavement was never about location—it was always about law.

Every success that Minnesota has today is earned through its continued criminality and enslavement of Black Americans. I'm reporting on "retaliatory" enslavement tactics—being a target for not carrying on like a slave or overseer because I'm neither of those things. Carrying on with God as my director—because that is what it is, is precisely what's gotten people so upset in the first place. My freedom, my religious obedience to non-conformity and especially my adherence to second tense Christian salvation expectations of behavior—angers others that are dancing with the devil and insist that I do to and want to destroy me because I won't.   It's not my problem. The state of Minnesota has always introduced endless opponents trying to force me into the image of their problems and problems they'd like for me to have. God has his hand on me—I have Gods permission to attend to my problem and that's Chiari Malformation. The remainder belongs solely to the environment and not their product—I'm Gods. My life, liberty and pursuit of happiness entitles me to make that choice. I have nothing to apologize for.

Slaves don't have great health. I've already successfully escaped the state and proved that with access to proper medical treatment I would live a normal life. That's why this site is important, to be clear about my reality and their script. What am I responsible for and what is the environment responsible for—who, why, how, when, where created and maintains that environment.

But here it is: the OAAH office directive to examine this disparity, and I report that a corrupt energy assistance agency has made me sick and barely able to breathe by keeping me in an abandoned home with mold from August to December 2023, with no heat or hot water. They refused to process my EA application submitted in July—before the disconnection ever happened—kept my name blocked in the Department of Commerce system until November so I couldn’t reapply, and did so despite Minnesota having a Cold Weather Rule against disconnection.

In addition to lung problems, I believe they have given me cancer from that event. I cannot verify it because of racism and fraud in the local clinics—one of which unsafely discharged me in the first encounter, and another falsely billed Medicaid in the second appointment to block me from receiving smoking cessation medication, which Medicaid covers.

I had to move in order to stay alive, while the Economic Center committed its own crimes to try to stop me. OAAH was unresponsive to crime directly responsible for long-term illness. And it continues to happen with every Energy Assistance submitted in the MVAC jurisdiction in 2024 and 2025 three years of illness—that has greatly diminished physical functionality because of the loss of health, and illness that may be fatal and incurable and is not tested because I'm being held in Surviving Don Klyberg where clinical medical treatment is not an option—due to systemic racism and corruption within medical facilities, and continued attacks that threaten to put me in life or death circumstances without electricity for food, communication or lights when I am in immediate proximity to a sexual predator on property that is targeting me. They have refused to process every application and terminate applications without the legal authority to do so.

And it happens, and it goes on and on and on, because Minnesota employs the lowest form of human beings in their offices—people who collect salaries and payroll income and spend other Minnesotans' income taxes on killing vulnerable Minnesotans constructively by not doing the jobs they are employed and funded to do. MVAC only attacked me in the first place because they know Minnesota culture will not hold them accountable for attacking a Black victim. To have a whole OAAH that feels the same—it should absolutely be defunded and closed down if it’s not going to do the job. This should have been stopped the first week I reported it. Two years later, its happening again and again because Minnesota failed—purposely. I'm getting sicker everyday and barred from doing anything about it—they're killing me. Make no mistake, Minnesota is killing me—always has. That's why I "escaped."

I don't expect anything less from them, but I am the most pissed about it. As a lifelong Minnesotan, born and raised, every Black American in Minnesota public service has gotten to that position by making racists feel comfortable through their own deniable of identity with "Black problems." They've been the "justification," "the protection" for racists to delusionally continue to attribute Black disparities to Black genetics and culture rather than the factual crime behind it—crimes like I'm reporting here. And racists hold these deniers as models—that if other Black people would just make them feel as comfortable as—then their Black lives would improve too. And the longer these people stay in these positions, it seems the more "overseer-ish" they become. As if employment is a badge of honor irrespective of the task executed at work, and they love to discourage a Black person who cannot work or who is facing targeted oppression, because they don't want to be close up to the consequences of their actions—might blow their cover. They want to be awful in their employment, and then, buy material things they cannot afford to make themselves appear "creditable" based on material possessions inside a society trained to never see people—only classifications and white power.

The second thing that happened in the first week of May 2025, when this bout of phone calls began, is that I had a meeting with DHS in which they informed me that their call would not go through. They stated they had called me from a private number, which I cannot call back, but they would call me, and they were having the tech team look into it right away. I think it’s notable that my number and carrier had changed since the previous bout of calls dating back to 2022. It’s only after the number is identified to me on a government basis that a new bout of calls begins.
