In 2016, this federally contracted Housing Authority (HA) authored a letter stating they don't get involved with vulnerable adult issues. Shortly thereafter, "silence and denial" on the matter of known fraud & debilitating abuse by DHS waiver employee's in the county proved problematic because of federal approval to proceed with $1billion-dollar class action seeking the "missing" funds (motive) for the fraud and abuse that this civic whistleblower had been reporting from that county since 2013.

This federally contracted Housing Authority (HA) cooperated with the Dakota County CDA in Eagan, Minnesota in the initial Housing Choice Voucher theft, which aimed to shield internal fraud in the DHS HBCB Services waiver from coming to light and resulted in 1,775 days of violent, illegal, expensive, persecutory homelessness and ongoing IDP status. They would go on to commit fraud regarding multiple applications and create falsified records to cover their involvement in the initial scheme through 2022.

This agency completed HUD enrollment for an Emergency Housing Voucher (EHV) during the pandemic, two years into homelessness caused by the CDA/SNRHA voucher theft. When SNRHA deleted the waitlist enrollment from the system without processing or notification, this shelter remained silent and falsified the reason for eviction, knowing the victim was being pursued by a Las Vegas trafficking ring that had spotted her due to the CDA/SNRHA voucher theft—resulting in the disabled victim and civic whistleblower's return to Minnesota to escape the trafficking ring in 2022.

The disabled civic whistleblower and victim re-applied for a fourth housing voucher online in 2022 and was successfully added to the waitlist. They were called off the waitlist to fund and open the voucher. After seeing the enrollee was Black and reviewing the "flagged" HUD file, NUEDA began committing overt racial discrimination and fraud to prevent funding and opening, and have not stopped—including shielding a property manager's sexual harassment through refusal to document NSPIRE inspection violations and allowing both extended and multiple inspection processes off the record as a form of retaliatory violence.
